Bismillah! Al Hamdulilah! Wa AsSalatu AsSalamu A’ala Rasulillah! AsSalamu Alaikum Wa Rahmatullahi Wa Barakatuhu
Let us recall the important factors here again. As we know, choosing a land for Hijrah has two main considering factors according to Islamic guidelines, which are: 1. You choose a land where you can practice/ establish your Deen. 2. Where you have security of Deen and Dunya.
But a Muslim might/ should choose a land considering the following factors as well: 1. The blessed lands which are mentioned in the Hadith texts (Shyam, Yemen) 2. The best lands at the end of the time according to the Hadith texts. (Khorasan) Allah knows best. And we ask Allah to facilitate our Hijrah to one of such blessed lands. Ameen.
But the current world order and the condition forced us to consider other factors, such as: (1) The insecurity that exists in those blessed lands of Hijrah for families. (Shyam, Yemen) (2) Lack of information and communication (Khorasan) (3) HUGE COST of obtaining a residency in the surrounding lands as well as no permanent settlement possibility. (Saudi etc.) (4) The current world situation, (war and economic recession) therefore, (5) A farm-style, off-grid living prospect to consider.
Considering the above, we looked for a Muslim-populated land based on the following criteria: (1) A land that follows less and less ‘Kuffar’s Shariah’, (2) Therefore, less corruption in practice, (3) A land which protects Muslims from Shirk, Kufr, Zina etc Fahisha, therefore, (3) There exists a more Islamic environment, (4) Provide easy Residency process/ pathways (5) Cheap farmland. (6) Easy to make Hijrah for only USD $50K or less.
Considering all the above factors, our proposed land qualifies as the land of Hijrah, especially for those who are desperate and do not have much money.

In the second half of the last century, when the Kuffar were forced to withdraw from their occupation of Muslim lands and leave their strongholds, they ensured that Muslims in their own lands would still follow their (the Kuffar’s) Deen.
To achieve this, they set up puppet regimes to rule the countries through democracy. On the other hand, they also brainwashed Muslim generations into accepting democracy as a ‘system of justice’.
Now, every year, they measure how successfully their brainwashed children are following their Deen of democracy. In this context, we will reveal the rankings of Muslim-majority countries in the Democracy Index, which is, in reality, a grade for the Kufr of these regimes according to their Rabb.
(3) Level of Kufr:
Within this democratic system that is followed in the Muslim-populated lands, there are two types: (A) Clear Kufr/ Kufr Akbar. (B) Clear Haram and apparently Kufr.
In this article we will only discuss 2 categories of (A) Clear Kufr/ Kufr Akbar.
All the countries that mentioned ‘secularism’ in their constitution in variant wordings fall into this criteria. And we have listed 18 lands/ countries/ nations those who have clearly and explicitly mentioned the land/ state as ‘Secular’ in their constitutions in variant wordings, which you can read here:
Please note, when a country chooses the path of secularism, it rejects Allah’s Shariah, therefore, systematically (by default) it attributes Sovereignty to the people, and adopt Democracy to exercise the power of the people to legislate and govern the country. Thus this category of countries are those which have enacted Secularism, attributed Sovereignty to people and adopted democracy.
(A2) Clear Kufr/ Kufr Akbar: Category 2. Sovereignty to people: Kufr Akbar There are 24 countries among the 52 Muslim-majority countries those who did not declare the country as secular though, yet they have attributed Sovereignty to people. Meaning. people have all the power to decide the laws, regulations etc. and they adopted democracy to exercise the power of the people.
Please note, we have already explained the Shariah reason for those countries being the ‘Lands’ of Kufr’ for enacting secularism, attributing Sovereignty to the people and adopting democracy in the article below:
(4) The LEVEL of Kufr of the Muslim-majority countries:
Here is a list of those Muslim-majority countries with a democracy index, sourced from The Economist Intelligence Unit (EIU) 2022/2023. (The EIU publishes the Democracy Index annually, which assesses the state of democracy in countries around the world based on various criteria, including electoral process, civil liberties, political participation, and government functioning.).

(6) Know the most obedient brainwashed children of the Kuffar:
INDONESIA is the country among all the Muslim-majority countries that scored highest in the Democracy Index (7.58). Meaning, they are the one who is MOSTLY aligned to the Kuffar’s Shariah, taking the Kuffar as their most dear RABB. May Allah protect Muslims.
(7) And the Least obedient:
On the other hand, SOMALIA is the country among all the Muslim-majority countries that scored 2nd LOWEST in the Democracy Index (2.27), while Turkmenistan (a secular Muslim-majority country) scored lowest 1.77 only being a authoritative regime, which for our purpose of Hijrah, doesn’t carry any significant value. Therefore, our observation is that SOMALIA is the one that aligned the LEAST to the Kuffar’s Shariah. May Allah give them strength to get rid of Kuffar’s Deen, democracy entirely.
Wa Allahu A’lam. May Allah guide these authorities. May Allah protect us from Taghut those who are adopting and applying Kuffar’s Shariah on the Muslims. May Allah give grant us a land where we can practice/ establish Allah’s Deen. Ameen.

(1) UNDERSTANDING OF A SIMPLE MATH:
2 + 2 always makes 4. It’s a simple math. A kid understands that. Once a kid knows that simple math he follows that in his entire life. But how about then after knowing this simple math an adult does not understand this or when he understands this simple math but doesn’t follow it?
It’s only when his mind is unstable. And usually when a man’s mind becomes unstable? It’s when he is in a drunken state.
(2) EVERYTHING HAS ITS OWN PLACE:
Allah placed everything in its proper place, everything in its perfect balance. Al Ar-Rahman said,
(1) The Most Merciful (2) Taught the Qur’ān, (3) Created man, (4) [And] taught him eloquence. (5) The sun and the moon [move] by precise calculation, (6) And the stars and trees prostrate. (7) And the heaven He raised and imposed the balance (8) That you not transgress within the balance. (9) And establish weight in justice and do not make deficient the balance.
In all Allah’s creation, everything has its place, everything Allah, Al-A’leem, the Most Knowledgeable put in balance. If something is not in its proper place, it loses its life, it becomes lifeless and soulless, thus losing its balance.
The open air and the blue sky are the places for the birds. They can’t live in the sweet water of the river or the salty water of the ocean. Such is true about fish. The open air and the blue sky are not for the fish, water is their place.
(3) DIGNITY BEING MUSLIM
Allah made us Muslims, Al Hamdulillah. Allah Ajja Wa Jalla gave us dignity by making us Muslims. And that dignity comes from observing Allah’s balance. Living in a proper place is the basic criterion for observing that balance. Therefore, we Muslims must live in our proper place to live by that dignity.
(4) You’re a Muslim. A Muslim has many regular rituals to do, which come very normal to him. He does those Islamic things naturally and habitually. He does those acts of Ebadah on a daily basis without thinking, hesitating, or intimidating.
When you live in a place where you can’t do/ perform/ practice or you feel intimidated to do those regular/ normal rituals of Islam, that can’t be your place, for sure. That’s degrading yourself as a Muslim! That’s degrading Islam. It’s a simple Math!
Example 1: Giving Salam to a Muslim is a normal thing even to a regular Muslim. In fact, it is the right of a Muslim over another Muslim to give Salam in any encounter with his Muslim brother. Our Ulama even says It’s an obligation (Wajib) for a Muslim to give Salam.
But when you live in a place/ workplace where you can’t give Salam to a Muslim, that can’t be your place. That’s degrading yourself as a Muslim! That’s degrading Islam. It’s a simple Math!
Isn’t that the case with Muslims working in the corporate offices in the Kuffar’s lands?
Example 2: Calling Adhan and hearing Adhan is a normal and regular thing to a Muslim.
When you live and work in a place where you can neither call the Adhan nor hear it and you lack the courage to do so, instead you find a narrow and dark corner, designated by your management so ‘favourably’ and you finish your Salah as quickly and quietly as possible, while you try your best not to be noticed by anyone, that’s for sure, can’t be your place. O Allahi, that’s degrading yourself as a Muslim! That’s degrading Islam. It’s a simple Math!
Isn’t that the case in the corporate workplaces in the Kuffar’s lands where you feel intimidated calling Adhan?
Example 3: When you live in a place where you can’t pray 5 daily Salah in Jama’a even though you have 3 Muslims in the same office room, in the same building in your workplace/ neighbourhood, for sure, that can’t be your place. That’s degrading yourself as a Muslim! That’s degrading Islam. It’s a simple Math!
Rasulullah Sallillahu Alaihi Wa Sallam said, “If three people in a town or in the desert do not establish prayer among them, then Satan wraps them.“ (Sunan Abu Dawud 547, Saheeh)
Example 4: When you live in a place where you can’t organize and pray Salatul Jumu’a even though you have 10 Muslims in the same office room or the same office or the same building in your workplace/ neighbourhood, that can’t be your place as a Muslim, for sure. That’s degrading yourself as a Muslim! That’s degrading Islam. It’s a simple Math!
And there are so many other examples of regular worship that a Muslim can’t do living in the Kuffar’s lands under the Kuffar’s authority.
(5) At LEAST Know shaitan:
But these simple maths do not seem to be apprehensible by even the most pious Muslims today, those who are living like a ‘froth/ foam of the sea’, whose heart is attached to Dunya. (Sunan Abu Dawud 4297 (Hasan)
The question is, why? How do their minds become that much unstable when they don’t drink alcohol?
Well, Islamically, we attribute this instability of mind to something called ‘Qalb’ and ‘Nafs’ and these things are always manipulated by a species called ‘shaitan’ unless one has Allah’s Rahmah on him. May Allah protect us.
(6) ‘Muslims’ in Kuffar’s Mindset:
By the way, it’s not only the Kuffar’s land, there are many Muslim-majority countries where Muslims living among Muslims do not/ cannot practice these basics of Islam, such as giving Salam to each other in an official environment! Surprise! They practice the Kuffar’s ways of greetings among themselves in their gatherings, and in their conferences, among Muslims! Seems those Muslim-majority countries are also not a place for Muslims! Surprise!! Surprise!!!
And then, what about describing a ‘Kafir’ as ‘Kafir’ or ‘Kuffar’ (plural). How come these words which Allah and His Rasul (Sallallahu A’laihi Wa Sallam) have used and defined those people who rejected Islam became so alien to Muslims even in Muslim-majority countries? Why do Muslims feel intimidated by saying these words?
Surprise! Surprise!! Seems most of the world has become not-a-place for Muslims, be it in the Kuffar’s Lands or Muslim-majority lands. In fact, these Muslims are like ‘the froth/ foam of the sea’, whose heart is attached to Dunya, no matter where they live. They are the ‘Muslims’ in Kuffar’s Mindset, who grabbed Kuffar’s Deen so dearly. May Allah guide them.
And Allah knows best. May Allah give us understanding. May Allah guide Muslims. May Allah guide these ‘scholars’. May Allah make our Hijrah easy. Ameen.

BACKGROUND: Allah, Al-Khaliq created many animals who can’t raise their heads therefore, they can’t see what’s above them, and they can’t see what is surrounding them. Subhanallah! And Allah said, ‘In that (in His creation) a sign for those who give thought.’ (Ale-Imran 3:190-191)
Then, Allah, Al-Musawweer fashioned Insan, the human being in the best mould! (At-Tin 95:4). He created him with Aql (intellect), the similar of which no other creation was created. Subhanallah! And He said, “Do they not contemplate within themselves?” (Ar-Rum 30:8)
And then, after that, HE separated this human being with Eman and Kufr, The Mu’min, the Munafiq and the Kafir. (At-Tagabun 64:2, Al-Baqara 2:8)
And even after that, HE commanded the Mu’min not to obey the Kuffar. (Ale-Imran 3:149)
But how come these human beings go with their life like those animals who can’t raise their heads and see what surrounds them? How come these Mu’min go with their life living the same lifestyle as one of the Kuffar and following the Kuffar, obeying the Kuffar?
It is Allah, Al-A’lim, the All-Knower gives the answer again: ‘They are the worst than the animal who do not use their Aql (intellect)’ (Al-Anfal 8:22)
So, here is once again another example for those who live by the ‘DIGNITY Being HUMAN’, (Al-Isra 17:70), those who are the best of the creations.
The TRUTH: The year 1929 was a big event for the health, medicine, and pharmaceutical industry. That was only 100 years ago when doctors were reluctant to prescribe any pharmaceutical medicines to patients.

This book discusses the pharmaceutical industry’s influence on prescribing practices and the skepticism some doctors have towards new drugs.
The CORRUPTION (FALSEHOOD): But today, a person feels feverish, headache, a little pain here and there! Paracetamol and aspirin is an easy pick. Double dose! He doesn’t have to see a doctor even. It is made so easy and normal to him. Someone feels bloating, acidic, and heartburn! Antacid is an easy pick. Someone can’t sleep at night! Sleeping tablets are so normal and easy pick. Someone strikes by allergy! Antihistamines, and nasal spray made easy for him. For minor cuts and scrapes! Antiseptic, ointments made easy for him. The same goes with constipation, coughing, etc. etc. Subhanallah!
CORRUPTION MADE EASY: The question is, how come what doctors were afraid of 100 years ago, became so easy for the masses today? The only answer is that the corruption made easy for them. Only because they were born, bred and shaped in a corrupt environment, in a corrupt society created by the corrupt system and the corrupt governments, therefore, corruption became a normal thing to them.
That’s an easy example for those who give thought, who live by the ‘DIGNITY Being HUMAN’ (Al-Isra 17:70)
MISGUIDANCE MADE EADY: Sadly, the same thing happened about the Deen of Islam today. The same corruption (misguidance) crippled the Ummah today. Misguidance is made Easy for Muslims today. Muslims are surrounded by the astray ‘scholars’ today. As Rasulullah Sallallahu Alaihi Wa Sallam warned, “There is something I fear for my Ummah than the Dajjal” And He was questioned, He said, “Misguided and astray scholars.” [Musnad Ahmad (5/145) No. 21334 and 21335]
The TRUTH: “Just only 60 years ago (it’s 80 years now, as this Fatwa was given around 20 years before), when the Citizenship thing first introduced in the Kuffar’s lands and some Muslims were going to live there, the Ulama were in Ikhtilaf (differed in opinion) whether they should call such a Muslim KAFIR or not.” You can read the details from this link.
But today living under the authority of the Kuffar is made easy for the Ummah. Subhanallah! Therefore, this info even doesn’t impact a Muslim to think and leave the Kuffar’s land, Subhanallah! Only because the astray ‘scholars’ made the misguidance so easy for him.
That’s an easy example for those who give thought, who live by the ‘DIGNITY Being MUSLIM’ (Al-Bayyinah 98:7)
KNOW YOUR STATUS: And then what about this Fatwa from the era of 1500?
This was a question asked to a Maliki jurist in the15th-century Fez, Morocco:
“What is the status of our Muslim brothers who live under Kuffar’s laws and who have not moved to the adjacent Muslim lands?”
It’s a reply that should terrify a Muslim. The reply was: “These people are vile, contemptible, and weak in faith. They glorify infidels and expose the word of Allah to scorn. Our learned authorities agree that it is necessary to kill these people and seize their property. Their wives must also be taken and returned to Muslim territory, where they will be divorced from these men and remarried to others. These people are not our brothers; they are our enemies.” (Fatwa of Al-Waryagli died 894H (1488-89), Fez/ Fes, Morocco)
La Hawla Wa La Quwata Illa Billah! Do you not think, O Muslim? Tell me who is misguided? This scholar of the past or the ‘scholars’ you are surrounded by today? Tell me who is on Haqq? This scholar of the Salaf or the ‘scholars’ of today those whom you took your Deen from?
Would you still act like those animals who can’t raise their heads therefore, they can’t see what’s above them, and they can’t see what is surrounding them? Would you still go with the lifestyle of eating junk, processed and genetically modified food which then ultimately leads you to take the corrupt medicine by leaving the Islamic way of healthy eating and Islamic health system? Would you still keep taking your Deen from the astray Ulama surrounded by you today? Would you not learn your Deen from the Quran and the authentic Hadiths? Would you not learn your Deen from the Salaf of the Ummah? Would you still not think of leaving the land of the Kuffar and making Hijrah? But Allah created you with dignity, O Muslim!
Wa Allahu A’lam. May Allah guide us. May Allah save us from the pit of misguidance of the astray ‘scholars’ of today. May Allah make our Hijrah easy.
DISCLAIMER: Why do I pick ‘scholars’ when it is the Muslims themselves that should be blamed for their actions?
And also how about this Fatwa? For sure, this Fatwa will be questioned by many. One may question, In which condition the Fatwa was issued? How does it apply on us today?
Leaving all sorts of arguments, we can simply ask, “What’s the least you should take from this Fatwa?” “Doesn’t it let you think, the least, how severely the matter of ‘living among the Mushrikeen’ was regarded by the Salaf?
Or at least, this Fatwa should make you ponder about “How Islam was changed only because we lost our Islamic authority, the Islamic State, the Khilafah!” “What was the ‘temper’ of Islam under the Khilafah, under the Islamic authority and what Islam we are doing today under the Kuffar’s authority, following the Kuffar’s Deen, obeying the ‘Kuffar’s Shariah!'”

(1) The Confusion:
Subhanllah! Many Muslims, even some ‘scholars’ today are confused about the distinction between democracy and Shura in Islam, often thinking that Shura is similar to democracy.
Indeed this confusion is mostly due to the lack of the proper knowledge of Deen and then due to the preaching of the astray ‘scholars’, most of those who live under the Kuffar’s authority, following ‘Kuffar’s Deen’ and obeying ‘Kuffar’s Shariah’, calling Muslims to vote in democracy by giving many excuses such as to ‘make their opinion heard’, ‘choosing pros and cons’, ‘Your vote matters’ etc reasons.
Therefore, let us first explain Democracy and Shura in general terms, in an easy-to-understand way so that a 13-year-old young adult can understand the distinct difference between the two as well as the Kufr of Democracy, En Shaa Allah.
(2) Democracy:
The main intent/ idea behind democracy are three: (A) People/ Nation are all-powerful (Sovereign). (B) People make their own laws by their own will. (C) It requires a majority of the lawmakers to agree to make/ enact a law.
How does it function? (A) People vote in general elections and select the candidate/ parliamentarian to represent them. (B) These parliamentarian then exercise their power to make Laws. (C) It is a MUST that the MAJORITY of these parliamentarians have to agree on something to make/ enact a law.
So, this is ‘the way’ of the Kuffar to rule a land/ country which they called ‘democracy’. Thus this democracy becomes a Deen (the way)/ ‘Shariah’ of the Kuffar.
(3) Shura:
Shura means consultations. Consultations with the knowledgeable. The intent is to rule solely by Allah’s Shariah.
How does it function? (A) Shura is formed out of the Ulama, who have proven knowledge of Deen. (B) This body/ Shura is not formed to make laws based on majority opinions but rather to get their insights and expertise in enacting laws/ rules/ regulations within the limit of Shariah law. (C) The Ameer (Leader) of the Shura/ body can make a decision without any single member agreeing with him.
(4) The Ameer/ The Leader/ Khalifah:
That brings the issue of ‘Ameer’. So, what is an ‘Ameer’?
Ameer means leader. In the context of an Islamic state, it is called, ‘Amirul Mu’mineen’, Khalifah, the leader of the Muslims.
How does he function? (A) The Shariah makes it obligatory for Muslims to obey him (which includes the members of the Shura too.) (B) There’s no obligation on Ameer to follow the majority opinion to make a decision though he can take the majority opinions at his will.
(5) Comparison and Contrast:
So, we have Ameer, a leader and we have Shura, a body for consultation. Seems this structure resembles that of a ‘Prime Minister’ and the ‘Ministers,’ or the ‘Speaker’ and the ‘Parliamentarians’ in a democracy.
However, while Shura and democracy may appear similar in structure, but there is a clear distinction between Shura and democracy by their INTENT and application.
Difference in Intent: Democracy intends to rule by the ‘will of the people’ by rejecting Allah’s Shariah. Shura intends to rule by Allah’s Shariah.
Difference in Application: Laws are made/ enacted in a democracy based on the majority opinion. In contrast, Ameer/ Shura is not bound to take the opinion of the majority.
These are the distinct differences between the two systems, two Deen, two Shariah in terms of their intents and applications. One is Kuffar’s Deen, another is Allah’s Deen. One is Kuffar’s Shariah, another is Allah’s Shariah. That’s for a 13-year-old adult’s class.
(6) The KUFR in Democracy:
Now, let’s move on to the next point: What makes democracy Kufr? The Kufr of democracy lies in both of its intent and application.
(6A) Intent 1: People/ Nation as the ‘Source of Power: When it makes People/ Nation as the ‘Source of Power’, people are the Sovereign, that’s when it rejects that Allah is the Sovereign, that’s when it REJECTS that all power belongs to Allah only.
(6B) Intent 2: To legislate by the ‘Will of the People’: When it intends to legislate by the ‘Will of the People/ Nation’, that’s when it REJECTS that legislation belongs to Allah only.
(6C) Application: Obligation of following the majority: As Democracy makes it obligatory to have a majority agree to make a decision, that’s when it goes against Allah’s Shariah because Ameer cannot be obliged to Majority opinions.
And that’s how a Muslim-majority country which even doesn’t intend to rule by the Kuffar’s law falls into the Kufr by following/ forcing the ‘Majority’ as an obligation for the Ameer to follow. This indicates that those countries follow the part of the ‘Kuffar’s Shariah’ alongside Allah’s Shariah.
Thus following any form of democracy is clear Kufr/ Kufr Akbar.
And Allah knows best. May Allah make it beneficial. May Allah save the Muslims from any attachment with this Kufr of democracy. May Allah guide the Muslims to Tawheed. May Allah safeguard our Deen, Dunya and our generations from following Kuffar’s Deen and obeying ‘Kuffar’s Shariah’. May Allah forgive our sins. May Allah make our Hijrah easy.

Among all these Muslim-majority countries, we will eliminate those which have declared the Sovereignty of the people in their constitutions. In our preliminary research we have found the following countries fall into that criteria:
(1) Algeria (98% Muslim) Constitution: Year of Adoption: 2020
Reference: Article 1. “Algeria shall be a People’s Democratic Republic.”
Article 7. “The people shall be the source of all powers. National sovereignty shall belong exclusively to the people.”
Article 8. “The constituent power shall belong to the people. The people shall exercise their sovereignty through the institutions they establish. The people shall exercise this sovereignty by means of referenda and through their elected representatives.” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Then, it implements democracy to exercise the power of the people to make their own law, which means rejecting Allah’s law, which is Kufr.
Reference: Article 1d. “The system of government in the Kingdom of Bahrain is democratic, sovereignty being in the hands of the people, the source of all powers. Sovereignty shall be exercised in the manner stated in this Constitution.”
Article 1e. “Citizens, both men and women, are entitled to participate in public affairs and may enjoy political rights, including the right to vote and to stand for elections, in accordance with this Constitution and the conditions and principles laid down by law. No citizen can be deprived of the right to vote or to nominate oneself for elections except by law.”
Article 2. “The religion of the State is Islam. The Islamic Shari’a is a principal source for legislation. The official language is Arabic.”
STATUS: Land of KUFR.
REASON of it’s being Kufr: Sovereignty, people are the source of all power. They implement it through voting in a democracy. Shariah is the ‘principal’ source, not the only source. Meaning, that they can have other sources besides the main source, that’s Kufr. (3) Comoros (98%) Constitution: Year of Adoption: 2018
Reference: Article 1. “The Union of the Comoros is a sovereign, unitary and democratic Republic.”
Article 3. “Sovereignty belongs to the people who exercise it through their representatives or through referendum. No section of the people nor any individual may arrogate its exercise.” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Then, it implements democracy to exercise the power of the people to make their own law, which means rejecting Allah’s law, which is Kufr.
(4) EGYPT Constitution – Egypt 2014 (rev. 2019)
Article 4. “Sovereignty belongs to the people alone, which exercises it and protects it. They are the source of power. They safeguard their national unity, which is based on the principle of equality, justice and equal opportunity between citizens, as provided in this Constitution.”
Preamble. “We believe in democracy as a path, a future, and a way of life; in political multiplicity; and in the peaceful transfer of power. We affirm the right of the people to make their future. They, alone, are the source of authority. Freedom, human dignity, and social justice are a right of every citizen. Sovereignty in a sovereign homeland belongs to us and future generations.”
Article 2. Islam is the religion of the state and Arabic is its official language. The principles of Islamic Sharia are the principle source of legislation.
STATUS: Land of KUFR.

Article 1. “The State of Indonesia shall be a unitary state in the form of a republic. Sovereignty is in the hands of the people and is implemented according to this Constitution.”
Article 20. “The DPR shall hold the authority to establish laws.”
Article 3. “The MPR has the authority to amend and enact the Constitution. (DPR/ MPR is short of parliament/ assembly of the people in different levels.)” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Then, it implements democracy to exercise the power of the MAJORITY of the people to make their own laws, which means rejecting Allah’s Shariah, which is Kufr.
Reference: Article 6. “Kuwait’s system of government is democratic; sovereignty is vested in the Nation as the source of all authority; and the exercise of that sovereignty shall be as set out in this Constitution.”
Article 2. “The religion of the State is Islam and Islamic Law shall be a main source of legislation.” STATUS: Land of KUFR.
REASON of it’s being Kufr: Sovereignty, all authority to the people/ nation. Shariah is the ‘main’ source, not the only source. Meaning, that they can have other sources besides the main source, that’s Kufr. “D: The people are the source of powers and of sovereignty, exercising them through constitutional institutions.” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Then, it implements democracy to exercise the power of the people to make their own laws, which means rejecting Allah’s Shariah, which is Kufr.
(8) MOROCCO (99%) Constitution: Year of Adoption: 2011
Article 2. “Sovereignty belongs to the Nation which exercises it directly, by way [vote] of the referendum, and indirectly, by the intermediary of its representatives.”
Article 6. “The law is the supreme expression of the will of the Nation”. STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Then, it implements democracy to exercise the power of the people to make their own laws, which means rejecting Allah’s Shariah, which is Kufr.
Article 2. “The system of governance in the state shall be a republican system; Sovereignty is an attribute of the people; and no individual or group may claim sovereignty. Sovereignty shall be based on the principle of the rule of the people by the people and for the people;” STATUS: Land of KUFR
REASON of it’s being Kufr: It gives sovereignty to the people, which is rejecting Allah as the sovereign. Then, it implements democracy to exercise the power of the MAJORITY of the people to make their own laws, which means rejecting Allah’s Shariah, which is Kufr.
(10) TUNISIA (99% Muslim) Constitution: Year of Adoption: 2014 Reference:
Article 3. “The people are sovereign and the source of authority, which is exercised through the peoples’ representatives and by referendum.” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is rejecting Allah as the sovereign. Then, it implements democracy to exercise the power of the people to make their own laws, which means rejecting Allah’s Shariah, which is Kufr.
These clauses illustrate the secular principles embedded in the constitutions of these countries, despite the varying contexts and interpretations.

It feels as if a mountain is collapsing over our heads, realizing that Muslims, in their own lands, are ruled by laws other than Allah’s Shariah. (1) Albania (58% Muslim) Constitution: Year of Adoption: 1998 Reference: Article 10. “The state recognizes the freedom of religious beliefs and ensures the separation of church and state.” STATUS: Land of KUFR
REASON of it’s being Kufr: When someone separates Islam from state affairs, from state law, he takes parts of the Shariah and rejects part of the Shariah, which is Kufr.
(2) Azerbaijan (96% Muslim) Constitution: Year of Adoption: 1995 Reference: Article 18. “The state shall ensure the freedom of religion and the separation of religion from the state.” STATUS: Land of KUFR.
REASON of it’s being Kufr: When someone separates religion from state affairs, from state law, he takes parts of the Shariah and rejects part of the Shariah, which is Kufr.
(3) Bangladesh (90% Muslim) Constitution: Year of Adoption: 1972 (amended in 2011) Reference: Article 7. (1). “All powers in the Republic belong to the people”
Article 12. “The state shall be secular.” STATUS: Land of KUFR.
REASON of it’s being Kufr: It gives sovereignty to the people, which is Kufr as Allah is the sovereign. Secular means separating religion from state affairs, from state laws, which means, taking some part of Shariah and rejecting some part of Shariah, which is Kufr.
(4) Kosovo (95% Muslim) Constitution: Year of Adoption: 2008
Reference: Article 37. “Everyone has the right to freedom of religion, belief, and conscience. The state is neutral in matters of religion and does not favour any religion.” STATUS: Land of KUFR
REASON of it’s being Kufr: The ‘neutral’ means, the state doesn’t take any active part in religion which means it separates the Shariah of Allah from the state affairs. It is another way of saying the secular nature of the state, which is rejecting Allah’s Shariah, which means Kufr.
(5) TURKIYE (99% Muslim) Constitution: Year of Adoption: 1982 Reference: Article 2. “The Republic of Turkey is a democratic, secular, and social state governed by the rule of law; bearing in mind the concepts of public peace, national solidarity and justice; respecting human rights; loyal to the nationalism of Atatürk; and adhering to the principle of secularism.” STATUS: Land of KUFR.
REASON of it’s being Kufr: Secular means separating religion from state affairs, from state laws, which means, taking some part of Shariah and rejecting some part of Shariah, which is Kufr.

We are examining Muslim-majority countries to find a Land of Islam. For this reason, as a first attempt, we will narrow down the list using an elimination process by applying the following criteria :
CONSTITUTIONAL ANALYSIS: We will review the constitutions and legal frameworks of those Muslim-majority countries to determine their official status regarding Islam and we will check the following:
(1) Does the Constitution enforce/ impose SECULARISM? If yes, that’s KUFR. Why is it Kufr? Because “secularism is a concept/ (an idea/ a principle/ a religion/ a way of life) that seeks to ensure that religion does not dominate public life or dictate government policies.” (www.secularism.org.uk) Meaning, it separates religion from state affairs.
Thus the intention of enacting secularism in the constitution is to keep religion out of the affairs of the government. By doing that they REJCT the Shariah law and guidelines of Islam for managing government affairs. That’s why it is Kufr.
The countries those who fall into this criteria are those which declare any of the following in their constitutions: (1) It is a ‘secular’ state (2) It is a ‘neutral’ state in regards to religion (3) The state ‘separate’ politics from religion
These clauses illustrate the secular principles embedded in the constitutions of these countries, despite the varying contexts and interpretations.
(2) Does the Constitution declare the Sovereignty of the people instead of Allah, Al-Malik? If yes, that’s KUFR. Why is it Kufr? Because, Allah, Al-Malik is the sovereign, not the people. As Allah said, “Say: “To Allah belongs all intercession. His is the Sovereignty of the heavens and the earth, then to Him, you shall be brought back.” (Sura Zhumar 39:44)
(3) Does the constitution adopt part of the Shariah Law (for example, family law) and adopt Kuffar’s Law in other areas (for example, Civil law)? If yes, that’s KUFR. Because by replacing Shariah law in some aspects they rejected Shariah Law in other aspects. Thus they commit Kufr as Allah said, “Indeed, those who disbelieve in Allah and His messengers and wish to discriminate between Allah and His messengers and say, “We believe in some and disbelieve in others,” and wish to adopt a way in between – Those are the disbelievers, truly. And We have prepared a humiliating punishment for the Kuffar.” (Sura Nisa 4:150-151)
(4) Does the Constitution enact any law contradicting Shariah Law? If yes, that’s KUFR. Because Allah said, “Indeed, those who do not judge by what Allah has revealed are the Kuffar.” (Surah Al-Ma’idah 5:44)
(5) Does the Constitution adopt Democracy as a means to allow people to make their own laws? If yes, that’s KUFR. Because, Democracy is a concept/ idea/ religion/ a way of life which intends to give legislative power to people to make their own law, thus the intent of democracy is to reject Shariah Law, which is Kufr.
(6) Does the Constitution mention Shariah as the ‘Main’ or ‘Principal’ Source of the Legislation? If yes, that’s KUFR. Because, taking Shariah as the ‘Main’ or ‘Principal’ source for legislation means there remains the scope to insert laws from other sources as well. Therefore, by the intent they already made the way to bring/ source Laws from other than Shariah law, which is Kufr.

Therefore, a constitution having any of the above criteria (as mentioned in 1-6) makes a land/ country as a LAND of Kufr.

Imaam Abu Yoosuf may Allah have mercy upon him who was Abu Haneefah’s disciple, said:
“A place is considered Daarul Islam when there is a manifestation of the Islamic law in it even if most of its dwellers are not Muslims. And a place is considered Daarul Kufr when there is a manifestation of non-Islamic laws in it even if most of its dwellers are Muslims.” [Al-Mabsoot written by As-Sarkhasy: 10/144]
Moreover, Imam Ibn Al-Qayyim may Allaah have mercy upon him said:
“Daarul Islam is the place where Muslims have settled down and where the rulings of Islam are applied. And any place where the Islamic rulings are not applied is not considered Daarul Islam even if it is adjacent to it.” [Ahkaam Ahludh-Dhimma: 1/266]

(1) The basic idea is to establish a housing project, a ‘Self-sustainable Eco Village (SSEV)’ (2) Start a community business, the proceeds of which will be used to provide a lump sum income to maintain the livelihood of the Muhajireen, En Shaa Allah! (3) Allocating an approximate 1,000 sqm of land in order for them to be able to produce their own fruits, vegetables, and a small livestock firm. (4) Building a 3-bedroom container/ prefabricated house with 24-volt Solar power.
Therefore, every Muhajir can be a part of this project even if he doesn’t think of farming-style living, as most importantly, this project will establish a community of Muhajireen from the West who share the same lifestyle and the same mindset.

The Inspiration: It was Sultan Mahmud Fatih, the conqueror, who did the impossible thing that no other military general could even imagine possible! You only know Sultan Mahmud Fatih conquered the Constantinople. Well, many generals in Islamic history conquered many lands. But what’s the speciality in it?
Well, the speciality of it is that being a general of an army, he didn’t stop or give up when any other general would do. He just ordered to move 60 ships over the lands, over the hills! Subhanallah!
The day was 22 April 1453. Those are the days of the Uthmani Khialafah! (Dawlutia Uthmaniah!) (Leaving the issues of become controversial later)
When the Uthmani fleet could not enter the Golden Horn from Bosforus due to the chain across the entrance and the chain was thoroughly observed by the Byzantines, Sultan Mahmud Faith ordered the construction of a road of greased logs across Galata on the north side of the Golden Horn and dragged his ships over the hill, over the night, directly into the Golden Horn on 22 April, bypassing the chain barrier. Subhanallah!
That’s how the conquest of Constantinople was possible with the permission of Allahu Subanahu Wa Ta’ala.
You would never find this strategy in a manual of warfare, not in the dictionary, not in the tradition of warfare. It could only be found in the act of the extremely courageous ones who don’t want to give up! Allahu Akbar!
Only the dreamers do the impossible things that the ordinary can’t imagine! Yes, the dream rooted in the belief in the Hadith that inspired Sultan Mahmud that Rasulullah Sallallahu Alaihi Wa Sallam predicted “One day you will conquer Constantinople” (as narrated by Ahmad, AlBazzar, Al-Tabarani and its men are trustworthy. also narrated in Musnad Ahmad, Al-Hakim, al Jami’ al Saghir.)
And then, what about our Hero Tariq Bin Zyad? How do we forget his courage FiSabilillah!? Who in the world could leave no way out from an expedition? What inspired him to burn his ships once he reached the shore of Spain? What type of soul could burn the way-out ships when he faces an 80,000 men army with only 7,000 men? Subhanallah!
The Vision: These incidents of our glorious history inspired us to think ofan ambitious project. A project that will help the Muslims to make Hijrah possible! For whoever just has an intention to make Hijrah, this project will support him in many ways. It will support him to own land as well as secure an earning for him. That’s the vision that will make the Mass Hijrah easy, En Shaa Allah!
Desperation: If we analyze what motivated them to attempt the impossible task that they ultimately accomplished by the will of Allah which changed the course of the Ummah! Subhanallah! It’s the desperation for the cause of Allah, to attain Allah’s pleasure! So, the core ingredient needed in this project is the desperation FiSabilillah! It will only work for those who are desperately thinking about Hijrah! En Shaa Allah!
As Allah says, “And those who strive for Us (those who are desperate) – We will surely guide them to Our ways. And indeed, Allah is with the doers of good.” (Sura Anqabut 29:69)
May Allah make our Hijrah easy! May Allah succeed us in our endeavour. Ameen.
